Tbh, & I don't mean this in a vicious way, but a few more "katrinas", would do a good job of waking up industrialised nations to their responsibilities & consequences. <a href="http://cycling-london.blogspot.com/" rel="nofollow"></a> Governments seem not to actually ACT on issues, until it is blindingly obvious they should have done something.
