I wanted to mention some of the very creative and entrepreneurial approaches to this problem. My organization has worked with a young Ugandan man on a project that collects plastic bags in and around various parts of the urban and rural areas of Uganda. The concept is that young Ugandans collect the plastic bags in their communities and make them into futbols. The young people sell these futbols for a few shillings to others. It's really a great idea. So, it's a prefect example of environmental education, protection and promoting heathly living through sport. Also, look into the Rwanda Government policy. Plastic bags are actually "illegal" in the country. I was once asked to "leave my plastic bag on the Uganda side of the Uganda/Rwanda border. This is a very interesting post.
